UN Recommendations on the Transport of Dangerous Goods: Manual of Tests and Criteria – 6th Edition

The Manual of Tests and Criteria contains test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it also supplements national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS.

The classification procedures, test methods and criteria contained in the Manual of Tests and Criteria are divided into three parts, as follows:

Part I: those relating to assignment of explosives to Class 1.
Part II: those relating to assignment of self-reactive substances to Division 4.1 and of organic peroxides to Division 5.2;
Part III: those relating to assignment of substances or articles to Class 3, Class 4, Division 5.1 and Class 9.

Recommendations on the Transport of Dangerous Goods, also known as the UN Orange Book, is the basis for the development of the international regulations concerning the transport of dangerous goods as well as most national legislations. Globally Harmonized System of Classification and Labelling of Chemicals (GHS) – 7th Revised Edition

The GHS addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements, including labels and safety data sheets. It aims at ensuring that information on physical hazards and toxicity from chemicals be available in order to enhance the protection of human health and the environment during the handling, transport and use of these chemicals.

The GHS also provides a basis for harmonization of rules and regulations on chemicals at national, regional and worldwide level.

Known as the “Purple Book”. Revisions include new provisions for the allocation of hazard statements and for the labeling of small packaging, two new sub-categories for respiratory and skin sensitization, the revision of the classification criteria for long-term hazards (chronic toxicity) to the aquatic environment, and a new hazard class for substances and mixtures hazardous to the ozone layer.

The new edition of GHS contains a number of notable amendments, including:

  • A revised criteria for categorisation of flammable gases within Category 1;
  • A number of amendments intended to clarify the definitions of various health hazard classes;
  • Additional guidance to extend the coverage of Section 14 (which covers Transport Information) of the Safety Data Sheet (SDS) to all bulk cargoes transported under instruments of the International Maritime Organization (IMO), regardless of their physical states;
  • Revised and further rationalised precautionary statements in Annex 3;
  • A new example in Annex 7 addressing labelling of small packaging with fold-out labels.
